On 1 October 2026, Meta changed how it charges for the WhatsApp Business API. If you run AI agents on WhatsApp, a few things that used to be free now cost money. Here is what changed, who it affects, and the option we built for teams who want a simpler way to keep their agents in front of their people.

What changed on 1 October

- Service replies are now paid. Free-form replies sent inside the 24-hour customer window used to be free. Each business phone number now gets 1,000 free service replies per month. After that, each reply is charged at the utility rate for the country. Replies sent by an AI agent count as service messages.
- Utility templates sent inside the 24-hour window are now paid. These used to be free, and there is no free allowance for them.
- The free 1,000 applies per phone number, not per WhatsApp Business Account. It resets monthly, and unused messages do not carry over.
- A payment method is now required on every WhatsApp Business Account. The deadline was 30 September. Accounts without one may see delivery of service replies stop. Meta's guidance is unclear on whether that happens straight away or after the free 1,000. The payment method has to be added by the account owner in their own Meta Business Suite.

Some things did not change. Marketing, utility and authentication templates sent outside the window are charged as before. Click-to-WhatsApp ad chats still get the 72-hour free window. The regular WhatsApp Business app is not affected.

Rates depend on the country, so we are not quoting a single number here. Meta publishes the current rate card on its pricing page: Meta's pricing page

What it means if your agents run on WhatsApp

For a low-volume agent, the change may be small. For a team where agents message people all day, it adds up quickly. Checklists, reports, reminders and alerts are all outbound replies, and agents tend to send several short messages where one would do.

If you are in that position, there are a few things worth doing now:

1. Check that every WhatsApp Business Account has a payment method attached at the account level.
2. Find the numbers that will pass 1,000 replies a month and estimate the cost.
3. Combine multi-message replies into one, and avoid in-window utility templates you do not need.

That keeps you on WhatsApp for less. For some teams, though, the better answer is to stop paying per message for a conversation they already own.

Run your agents on Lua with Frontline

Frontline is the same agent conversation, on Lua. Your people keep the chat they already know, and you stop depending on a per-message meter.

- Same conversation. One conversation shared with WhatsApp, so nobody starts over.
- Familiar login. Sign in with a phone number and a WhatsApp one-time PIN. No new accounts to teach.
- Built for the phone. Push notifications, voice notes, photos and file uploads.
- No rebuild. Your agent stays your agent. You are switching where people talk to it.
- Simple pricing. $5 per user, plus usage.

A 71-branch restaurant group is already on Frontline. Branch managers use the chat they already know, and their management can see everything in one place.

Or build the agents on Lua, too

If your customers reach you on WhatsApp - a customer support team answering end clients all day - you don't have to build those agents somewhere else and fight the per-message meter to reach people. You can build the agents themselves on Lua: your support workflows, your knowledge, your tone, and put them in front of customers on the channels they already use. One place to build, one place to run, and the conversation belongs to you.

Where it goes next

Frontline is the front door for the people on the ground. Behind it, the same team can use Lua Workspace: a web app to oversee your agents, plus a personal AI assistant for each manager. From there, you can build agent teams that work alongside your people like colleagues.
